The Veterans Upward Bound (VUB) program is a college preparatory program funded by the U.S. Department of Education. It is designed to serve low-income and first-generation college bound veterans by helping them to "knock the rust off of their academic skills" prior to enrolling in the postsecondary school of the veteran's choice. Services provided by VUB, all at no expense to the veteran, range from academic and skills assessment, financial, career, as well as, academic counseling, computer basics skills and classroom instruction and personal tutoring. VUB counselors will help students complete admission and financial aid applications, assist in job searches, resume writing, etc.... The students and staff also regularly take part, at no cost to them, in a variety of social and cultural events, providing many opportunities to socialize with other veterans while enjoying the many cultural, social and sporting venues that Chicago has to offer.

The Roosevelt University VUB program is one of approximately 40 similar programs nationwide, including the District of Columbia and the Commonwealth of Puerto Rico. It is the only such program in the State of Illinois, chartered to provide services to the veterans of Cook County, the 2nd largest county in the U.S., and in which over 50% of the state's veteran population resides. Veterans from outlying areas are, however, encouraged to apply, as each application is considered individually, on a case-by-case basis.

The staff at Roosevelt University's VUB program (75% of whom are veterans themselves) works closely with veterans at its downtown Chicago location, providing services and counseling to its students, five days per week. Students are encouraged to join the program whenever they desire during the academic year, as Roosevelt University's VUB program is an open entry/open exit program that allows each veteran to tailor his or her stay with VUB to meet his/her needs.
